He claims the dictatorship was unnecessary to achieve the reforms but later implies that it was. BTW, Pinochet only killed a couple of thousand commies, nearly all in the fighting following the coup. The reforms hang on, despite the resurgence of communism in the universities. They never should have re-legalized them. Street riots are a problem again.
